Add the cilantro, garlic, vinegar, and spices (saffron, khmeli-suneli, and red pepper) to the blended walnuts. Mix thoroughly and refrigerate for at least 2 hours, preferably 3 hours, to allow the flavors to develop.

Some recipes call for boiling the walnuts first and then removing the thin brown skin. In this case, the sauce will have a more delicate and neutral flavor.
